You're getting mixed up 
This is one of a wide range of events which take place every year at fiesta time in the city of Valladolid which is north of Madrid. Their fiesta week takes place every year in early September.

Looking at the 2nd pic of the man in white(over on my blog)you will see behind his feet a template shape. The petals were pressed on to these templates 'in situ' and I believe that they did have a sticky surface.
Take a look at this example which I photographed the year before when unfortunately it had already been stepped upon.
